| The incorporation of Reston may not have made it to the
2006 legislation, but Reston Citizens Association President
Mike Corrigan said he is willing to follow the outline created
by Del. Ken Plum (D-36) and Sen. Janet Howell (D-32) to assist
him in his quest for township in 2007. |
| "We thought we could pass the legislation then work out
the details in the time until referendum, but it needs to
be done anyway, so I guess we'll have to go back to the drawing
board," Corrigan said. |
| He said RCA wants to model Reston after the 1979 proposal
but said there have been too many assumptions regarding what
model they will follow. |
| "When we say ‘town,' there are assumptions we will be like
the towns of Herndon and Vienna. But we want to be like the
town of Reston," he said. |
| Plum said the model of 1979 "was never truly worked out"
and the last proposal submitted by RCA "looked more like an
advisory committee rather than a town." |
| "We don't want several layers of government doing the same
thing. We need to work together, so this can be a community-based
proposal," he said. |
| The outline by Plum and Howell included five major organizations
that RCA should work with before another proposal can go forward.

| "There are a series of things that need to be done before
we can take a bill to legislation," Plum said. "There needs
to be an understanding with Reston Association, the Small
Tax District and Fairfax County." |
| Also on the list of orgnizations are Reston Community Center,
the Greater Reston Arts Center, Reston Interfaith and the
Chamber of Commerce. |
| Corrigan said he will send letters about the politicians'
plan to all the organizations mentioned. |
